Hushpuppi: IGP orders probe of FBI’s fraud allegations against Kyari

The Inspector-General of Police, Usman Baba, has ordered a probe of the Commander, IGP Intelligence Response Monitoring Team, DCP Abba Kyari, whom a United States Court issued an arrest warrant against for his alleged links to international fraudster, Ramon Abbas, aka Hushpupi.

Kyari, who is popularly known as ‘super cop,’ had received rapid promotions and a commendation from the National Assembly for his exploits in crime fighting. His arrest of several notorious criminals, including alleged kidnap kingpin, Chukwudi Onuamadike, commonly known as Evans, among other notable arrests, shot him to the limelight.

On Wednesday, however, an unsealed 69-page court document obtained by The PUNCH showed that he had been under investigation by the Federal Bureau of Investigation for his alleged link to Hushpuppi, who had pleaded guilty to fraud.

In the case marked 2:21-cr-00203, USA VS Abba Alhaji Kyari dated April 29, 2021, but unsealed on Wednesday, the FBI asked a US District Court in California to order the arrest of Kyari for 10 days.

The US Department of Justice in a statement said Hushpuppi admitted during interrogation that he paid bribes to Abba Kyari, to have one of his rivals arrested and jailed in Nigeria following a dispute over a $1.1m fraud involving a Qatari businessperson.

According to the FBI, Hushpuppi asked Kyari to arrest fellow fraudster, Kelly Chibuzor Vincent, after both were involved in a dispute over the $1.1m loot.

It was stated in the court document that in September 2019, Kyari travelled to Dubai and was picked by Hushpuppi’s driver

A statement by the Department of Justice read, “Court documents outline a dispute among members of the conspiracy, which allegedly prompted Vincent to contact the victim and claim that Abbas and Juma were engaged in fraud. After this contact, Abbas allegedly arranged to have Vincent jailed in Nigeria by Abba Alhaji Kyari, 46, of Nigeria.

“According to the affidavit, Kyari is a highly decorated Deputy Commissioner of the Nigeria Police Force who is alleged to have arranged for Vincent to be arrested and jailed at Abbas’ behest, and then sent Abbas photographs of Vincent after his arrest. Kyari also allegedly sent Abbas bank account details for an account into which Abbas could deposit payment for Vincent’s arrest and imprisonment.”

Meanwhile, the IG has ordered an internal review of the allegations against the accused of involvement in financial fraud with Hushpuppi.

Otis Wright of the United States District Court for the Central District of California had ordered the FBI to track down Kyari and produce him in the US for his role in a multi-million dollar fraud perpetrated by Hushpuppi.

Reacting to the development, the Force Public Relations Officer, Frank Mba, said the IG ordered an internal review of the allegations against Kyari after receiving the indictment processes from the FBI.

Mba said this in a statement on Thursday, titled, ‘Alleged indictment of DCP Abba Kyari: Inspector-General of Police orders a review of the information.’

It read, “Sequel to the receipt of allegation and indictment processes from the Federal Bureau of Investigation against one of the personnel of the Nigeria Police Force, DCP Abba Kyari, the Inspector- General of Police, Usman Baba, has ordered an internal review of the allegations.

“The Nigeria Police Force reaffirms its commitment to the pursuit of justice and the strengthening of its professional relationship with the FBI and other international partners. Further developments on this case will be communicated to members of the public, accordingly.”

In a related development, the Peoples Democratic Party demanded a forensic investigation of the allegations against Kyari.

The PDP made the demand in a statement issued on Thursday by its National Publicity Secretary, Kola Ologbondiyan, titled ‘Abba Kyari: PDP Demands Full Investigation.’

The statement partly read in part, “Our party demands that the APC administration should not sweep this matter under the carpet given the manifest rapport between Kyari and some top APC leaders. We urge President Buhari not to ‘ease out’ this case of corruption but should immediately restore the integrity and image of our nation by allowing for a forensic investigation on the suspect.”

However, refuting the claims by Hushpuppi, Kyari on Thursday took to his official Facebook page and said no money was paid to him.

He said, “Abbas who we later came to know as Hushpuppi called our office about two years ago that somebody in Nigeria Seriously threatened to kill his family here in Nigeria and he sent the person’s phone number and pleaded we take action before the person attacks his family.

“We traced and arrested the suspect and after investigations, we discovered there wasn’t an actual threat to anyone’s life and they are long-time friends who have money issues between them hence we released the suspect on bail to go and he was not taken to any jail.

“Nobody demanded a kobo from Abbas Hushpuppi. Our focus was to save people’s lives that were purported to have been threatened,” Kyari said.

The police boss also claimed that Hushpuppi once admired some of his outfits and sent N300,000 to his tailor to design the same outfit for him.

He stressed that the money was paid directly to his tailor and not him but the clothes were picked up from his office.

President Muhammadu Buhari is set to construct three new custodial centres with 3,000 capacity to ease congestion in correctional homes in the country,

The Minister of Interior, Mr Rauf Aregbesola, made this known on Friday at the inauguration of the Nigerian Correctional Service, Osun State Command Headquarters Complex, in Osogbo.

Aregbesola said the new custodial facilities would be cited in Karchi in Abuja, Kano, and Bori in Rivers.

According to the minister, each of the facilities will have courts for the trial of inmates.

He said the Federal Government’s plan was to extend the construction of such capacity custodial centres to the six
geopolitical zones in the country.

The minister disclosed that the custodial project in Kano was near completion.

Aregbesola said when the custodial projects were completed, they would help to ease congestion considerably and enhance the capacity to manage facilities for corrections of inmates.

The minister explained that the national custodial centres currently had the capacity to accommodate 57,278 inmates.

“But as of the last count, earlier in the week, there is a total population of 68,747 inmates, indicating an overpopulation capacity of 18 per cent,” he said.

He said the government had been addressing the challenges of congestion.

The minister noted that at the onset of the COVID-19 pandemic, the Ministries of Interior and Justice initiated a presidential pardon and amnesty programme for inmates.

According to him, some federal offenders benefited from the
programme and got reprieve, while the state governments got recommendations and guidelines for the release of their own convicts.

Aregbesola said that over 5,000 inmates had so far been released under the programme.

Court Acquits Shiite Leader El-Zakzaky, Wife After Years In Detention

The leader of the Islamic Movement in Nigeria (IMN) Ibrahim El-Zakzaky and his wife Zeenat have been discharged and acquitted by State High Court, Kaduna, after pleading not guilty.

Mr El-Zakzaky and his wife have been facing trial since 2015 on an eight-count charge bordering on alleged culpable homicide, disruption of the public peace, unlawful assembly among other charges.

Both of them were brought before the court by the Kaduna State Government after a clash in Zaria between IMN supporters and soldiers in 2015.

Mr El-Zakzaky and his wife were brought to court on Wednesday amid tight security by the Nigerian Correctional Service officials.

The lawyer representing Kaduna State in the matter, Dari Bayero, had on March 31, asked the court to sentence the couple based on extant laws.

Peoples Gazette reported that the “secret trial” of the duo started on November 18, 2020, at the Kaduna state high court.

Nigerians Searching for Buhari in UK as He Shuns Abuja House Over Protests

President Muhammadu Buhari, who is currently in the United Kingdom, has shunned the Abuja House where he usually stays in order to avoid the crowd of Nigerian protesters who have mobilised to the venue.

According to SaharaReporters some of the protesters said that Buhari, who left Nigeria on Monday to attend the Global Education Summit on Financing Global Partnership for Education (GPE) 2021-2025 in the UK, was not sighted at the Abuja House, raising suspicion that the President had diverted to a private mission.

Buhari’s spokesman, Femi Adesina, in a release on Monday had said the president would remain in London for two weeks to enable him undergo his earlier scheduled medical checkup.

“We are at the Abuja House in London; we have stationed here since Buhari left Nigeria to continue the #HarassBuhariOutOfLondon protests, because Nigerians cannot be suffering insecurity, bad governance and all and the President will be hibernating here.

“But Buhari did not come here. We don’t know where he is staying,” a source stated.

“Let Nigerians in London fish him out. We want to know where Buhari has privately gone to. He needs to know that Nigerians in UK are eager to meet him and send him back. He cannot escape our protests,” another London-based Nigerian stated.

‘I Did Not Do Anything Illegal In Nigeria’ – Igboho Tells Court During Hearing In Benin Republic

Yoruba Nation agitator, Sunday Adeyemo aka Sunday Igboho, has said he did not do anything illegal in Nigeria as the Nigerian government never charged him to a court or jail him for any offence.

He denied claims by the Federal Government of Nigeria, that he was involved in arms trafficking or inciting violence.

His lead counsel, Ibrahim Salami, revealed this in an interview with BBC Yoruba on Tuesday.

Salami said Igboho told the judge that he was put on a watchlist by the Nigerian government for fighting against killer herdsmen.

He said, “Igboho explained that what was said about him are false.

“He explained that he didn’t do anything illegal in Nigeria. He clarified that the Nigerian government never charged him to a court or jailed him for any offence. He was never invited to any Police Station.

“Igboho said he never had any criminal record in Nigeria. He told the judge that the Nigerian government was after him because he was defending the Yoruba race against killer Fulani herdsmen.

“He said that he ran away from Nigeria because the government was after his life.

“He was asked when he got to Benin Republic, how he got in and how long it took him. Igboho replied that he left Nigeria on Sunday, got into Benin on Monday, and attempted to leave for Germany on Monday night before he was arrested.

“The judge asked him where he stayed, who drove him and how he escaped security checks. He replied.

“What is surprising, is that the judge said he was not arrested because he committed an offence. He said he breached Benin rules and he should be investigated.”

Igboho appeared in court last Thursday and Monday.

The activist was arrested alongside his wife, Ropo, on Monday, July 19, 2021, at the Cadjèhoun Airport in Cotonou, the Republic of Benin on their way to Germany.

Buhari Presidency Orders State House Workers To Take Oath of Secrecy.

The Permanent Secretary, State House, Tijjani Umar on Tuesday in Abuja asked staff members to take oaths of secrecy while threatening whoever is found guilty of leaking inside information with stiff penalties.

He said staff members who disclose confidential information without authorisation will face penalties under the public service rules.

The Permanent Secretary stated this at the administration of Oath of Secrecy and Declaration of Secrecy to 42 staff members of the State House, POLITICS NIGERIA reports.

The Oath of Secrecy was administered by Justice Hamza Muazu of the Federal Capital Territory High Court.

According to the Umar, the oaths were administered to staff members who handle classified documents.

‘‘We discovered that due to deployment of officers and retirement, a number of our staff need to be placed under the radar so that they will be aware that their jobs, the kind of documents or information they are handling from day to day and beyond, are so important and must be safeguarded.

‘‘That’s the reason we decided to do the needful by administering the Oath of Secrecy, highlighting the importance of letting them know what information they are managing and the consequences of the breach of such information,’’ he said.

The Permanent Secretary noted that even though there had not been any breach, thr exercise will be continuous.

‘‘We have not had any breach. We don’t anticipate having any breach.

‘‘But then it’s our duty to let them understand that if there is any, there will be consequences after investigations and that also include after they have retired from the Civil Service,’’ he added.

Earlier before the administration of the Oaths, Mr Tukur Yahaya, the Director of Special Services Department, Office of the Secretary to the Government of the Federation, took the staff members through a sensitisation process, explaining the essence of the Official Secrets Act, 1962.

‘‘The essence of this exercise is to ensure the safety and security of government information, documents and facilities,’’ he said.

Nigeria Doomed If Buhari Remains in Power Till 2023 – Northern Elders Forum

The Northern Elders Forum has advised the next political party that will take over the helms of national affairs to prepare itself for a very difficult assignment of fixing the country.

According to the forum’s spokesman, Hakeem Baba-Ahmed, the President Muhammadu Buhari’s ruling All Progressive Congress would have completely wrecked Nigeria by 2023 with the growing insecurity and economic woes.

Baba-Ahmed stated this during an interview on Channels Television on Monday, while also blaming the nation’s ruling elite for the failure of the country.

He said the country’s current challenges were not just as a result of banditry and kidnapping activities but also leadership failure.

He said, “What are you going to do with 2023 because between now and 2023, APC would have completely wrecked this country? You are going to take over a country that has been completely destroyed by a party that has been substantially produced by the PDP and how are you going to fix this country? What’s your blueprint for what happens to Nigeria in 2023?”

Nigeria has been experiencing a series of security threats ranging from terrorism, banditry, militancy, cultism among others in several parts of the country.

The country has been ravaged by terrorism for more than 10 years – a menace which has claimed the lives of over 36,000 people and forced hundreds of thousands to be homeless in the North-East.

The Islamic State of West African Province (ISWAP) split from the jihadist group Boko Haram in 2016 and has since turned a dominant threat in Nigeria, attacking troops and bases while killing and kidnapping passengers at bogus checkpoints.

On March 1, the insurgents razed a United Nations humanitarian compound in the town of Dikwa after dislodging troops, killing six civilians.

Nigeria’s jihadist violence has spread to neighbouring Chad, Cameroon and Niger, prompting a regional military coalition to fight the insurgents.
